Conceptual Basis for the Development of Agricultural Insurance in Ukraine

Abstract
In the article the urgency of the development and adoption of the Concept of development of agricultural insurance in Ukraine was grounded. The necessity of providing insurance protection in the agricultural sector was proved; indicators of the domestic market of agricultural insurance were analyzed. It was found that government support in agricultural insurance in the last five years has not been provided; the mechanism of settlement in the crop insurance is not effective. It was concluded that the full development of agricultural insurance is not possible without the introduction of state support for crop insurance, taking into account the practical aspects of international experience. It was determined that the Agricultural Insurance Pool is the only association of insurers that carry out agricultural insurance with state support. However, the introduction of the insurer to the Pool is overregulated, as evidenced by the practice of its activities. The conceptual basis for the development of agricultural insurance in Ukraine were suggested, namely the simplification of procedure for insurers to enter the Pool; providing government subsidies to offset the cost of the insurance premium not to farmers but to insurance companies; establishment of real size of subsidies set by normative acts.
