Conflits De Pouvoir Coutumier Dans Le Bulega En RD Congo : Une Réalité Caractéristique D’un Etat En Panne Et Un Grand Défi Au Développement Local

Abstract
Le développement à la base en République Démocratique du Congo dépend des capacités des décideurs locaux institutionnels à mobiliser les différentes ressources humaines, matérielles, financières, symboliques et à les utiliser à bon escient au profit du développement local. Ces décideurs locaux et institutionnels sont les Chefs coutumiers qui gèrent l’Etat à la base et administrent des populations entières. Dans le Bulega, le pouvoir coutumier est miné par des conflits de succession et de légitimité qui constituent un frein au développement local et entachent la capacité mobilisatrice du Chef. Le fait que ces conflits se prolongent dans le temps apparaît caractéristique d’une panne d’Etat en RD Congo. Celle-ci manifeste, par ce fait, son incapacité à résoudre les différents conflits internes au sein de ses institutions et, du coup, c’est le développement et la concorde de tout un peuple qui sont ainsi compromis. Pour sortir de l’ornière, cet article propose de revoir de fond en comble le mode de gestion et de désignation des gestionnaires des entités locales.
