CONSIDERING THE QUESTION OF DEFINING THE SUBJECTS, WHOSE COMPETENCE IS TO RESOLVE THE ISSUES, RAISED IN THE APPEALS OF CITIZENS

Abstract
The article deals with the issues connected with defining subjects, whose competence is to resolve issues, raised in the appeals of citizens. The author reviews normative provisions, which regulates this process and analyzes the statistical data on the results of the work of the state authorities with the appeals of citizens. The author provides suggestions for improving the institution of the appeals of citizens by establishment of the Unified system for the appeals of citizens.
