CONTEMPORARY CHALLANGES TO HUMAN RESOURCE MANAGEMENT IN TERMS OF QUALITY MANAGEMENT IN PUBLIC ADMINISTRATION

Abstract

In contemporary public administration there are various trends similar to business organizations. One of them is a change towards flexible and responsive human resources. Such a change is necessary to adjust to the changeable requirements of clients. Nowadays it is not enough to apply traditional management models – they need to be adjusted to the trends. More and more often public administration implements quality systems. In this application public offices encounter numerous problems with their employees: lack of motivation, communication problems, lack of effective communication and unwillingness to take responsibility.
