CONTENT CHARACTERISTICS OF MIGRATION CONTROL IN UKRAINE

Abstract
The article is devoted to the question of the concept and content of migration control definition. The paper analyzes the place of migration control in the system of state control. It has been determined that control includes the assessment of compliance with the established requirements, but does not imply suspension, promotion, imposition of sanctions, etc. In the case of an expanded interpretation of control, it complicates both its scientific systematization and the normative regulation of its principles, types, methods, forms and methods of implementation, etc. Attention is drawn to the implementation of monitoring as one of the forms of control aimed at the development of a controlled object. The study also conducted a special classification of control of various criteria. The article concludes that the term “migration control” is not used in normative acts, instead “control in the field of migration” or some components of migration control are used: border control, registration control, immigration control. It is also given the definition that migration control is a functional (special) form of state control exercised by those authorized by the executive authorities, regarding the establishment of factual data on observance of legislation in the field of migration (immigration and emigration), citizenship, registration of individuals, refugees persons in need of other forms of protection and readmission. It manifests itself in the activities of government actors through the analysis of the migration situation in Ukraine, the assessment of refugee problems, the state of migration processes in general, the implementation of control measures in the process of providing administrative services, the implementation of control measures in the process of processing and issuing documents for temporary or permanent residence in Ukraine, as well as departure from its borders, ensuring the proper activity of subjects of migration control, etc.
