Contribution of foreign students to the development of higher education in Israel and in the Black-Sea Countries

Abstract
Over the past couple of years, we have been witnessing the strengthening of the atmosphere-environment as per the need to increase the demand level of foreign higher education students who choose to study in Israel. In all of the years that have passed since 1999, in which the Bologna Reform was established, the academic establishment has attempted to leverage the level of demand and to optimize the vitality level amongst the decision makers. In many countries, such as Australia, Canada, Great Britain, Eastern European countries and even Black Sea countries, it has been proven that the arrival of foreign higher education students has served as a significant, widespread contribution, whose in-depth meaning and consequences are not yet familiar to the academic field as well as to the political, local and national leadership.
