Control as a necessary condition for the functioning of the information sphere and its kinds

Abstract
In this article the formation of the control system in the information sphere is considered in the context of existing problems of the formation and implementation of state information policy against the background of the challenges of globalization information processes and the current state of the hybrid war being waged against Ukraine. The most significant of them are determined. Emphasizes the role and importance of control in the information sphere to overcome existing negative facts and promotion of its steady development. The role and tasks of the state in ensuring the implementation of the relevant processes are stands out and the need for modernization of the formation and implementation of the state information policy is substantiated. It said that the essential condition for effective functioning of the named sphere of research as a whole is a combination of efforts of state authorities, which are specifically authorized to exercise control and supervision, and institutions and forms of public control. The areas of state and public control in the information sphere singled out. A general description of their characteristics is given. It is indicated by insufficient theoretical and applied development of legal aspects of the definite phenomenon. In particular, in modern science there is no comprehensive analysis of the constitutional and legal problems of control activities in the identified sphere of social relations. The expediency of developing the basic concepts and definitions, refinement of existing categories in order to form a conceptual-categorical apparatus of the studied problem is substantiated. The author analyzes certain doctrinal approaches to the interpretation of the concept of «control» on the so-called broad concept of control in a democratic state, which simultaneously encompasses institutions of state and public control and takes into account the existence of a mechanism for international control. It is emphasized that further research of the essence, content, definition of phenomena such as: «information sphere», «control in the information sphere», «state control in the information sphere», «public control in the information sphere», etc., in the legal sense should be based on the principles of integrated application of the system of general scientific and special-scientific methods. Among them – the method of analysis, which is the essence of analytical (information and analytical) activity.
