COOPERATION BETWEEN PUBLIC AUTHORITIES IN UNITARY STATES (E.G. CHINA)

Abstract
The article is devoted to topical issues of public authority institutions’ interaction in unitary states (e.g. China). Critical analysis of the experience of budget process reform in China is given; i.e. the reform of fiscal decentralization, distribution of income and expenditures for the various government tiers. The ways of improving the distribution of powers between state authorities and local self-government in Ukraine are propozed.
