COOPERATION OF LOCAL SELF-GOVERNMENT BODIES WITH OTHER CRIME PREVENTION SUBJECTS

Abstract
The article defines the principles and main directions of interaction of local selfgovernment bodies with other actors of counteraction to crime, namely, the bodies of the National Police, the Prosecutor's Office, the National Anti-Corruption Bureau of Ukraine, the Security Service of Ukraine, the State Criminal Execution Service of Ukraine, probation bodies, public groups from protection of public order and state border. It was revealed that the interaction of local self-government bodies with the prosecutor’s offices and the NABU on issues of combating crime lies in a number of bilateral information, as well as logistical and control measures. It was emphasized that it is necessary to improve the interaction of local self-government bodies with public organizations for the protection of public order and the state border, including the implementation of coordinating and stimulating influence of local self-government bodies on the latter. It has been determined that administrative agreements on interaction between local governments, state bodies and public organizations on the protection of public order and the state border should provide concrete forms and methods of such interaction, objects of criminological influence, periodicity and place of their implementation, their specific performers, sources of financing, logistical or methodological support. It is concluded that the implementation of functions of the local self-government functions of counteracting crime is possible only by constructing productive relations of interaction with a number of state bodies and public groups on the protection of public order and the state border. The directions of improvement of interaction should recognize the specification of its foundations at the legislative level, as well as intensifying the conclusion of cooperation agreements in order to coordinate mutual efforts in counteraction to crime, in particular administrative agreements
