COOPERATION OF TERRITORIAL COMMUNITIES AS MECHANISM OF INTERACTION OF JOINT TERRITORIAL GROUPS AND CITY AGLOMERATIONS

Abstract
The article analyzes the current state of normative regulation of cooperation of territorial communities and the state of regulation of agglomeration cities in Ukraine. Also, the metropolitan functions of the agglomeration city are considered. The possibilities of using the cooperation of territorial communities (intermunicipal cooperation) as the basis of mutually beneficial development of urban agglomerations (metropolitan cities) and adjacent united territorial communities are determined. The necessity of improvement of legislative regulation of mechanisms of territorial communities cooperation is justified and the ways of such improvement are offered (in particular, by the way of modernization of typical contracts of cooperation of territorial communities). The necessity of implementation of stateprivate partnership in cooperation of territorial communities is specified.
