Abstract
The article outlines the main trends and parameters for assessing the level of development of human capital by national dimension and leading global ratings. The importance of forming a creative cluster for the development of the human capital of the state is emphasized. The importance of financing in the development of human capital of the state is established. The interrelation between human capital and financial market of the state is substantiated. The model of interaction between the world and Ukrainian financial markets with the financial component of human capital is presented.
