Corruption as a determining factor in the destruction of legal culture in Ukraine

Abstract

The article considers corruption, which is a reflection of basic social processes in the state and society, has a negative impact on the economy, politics, law, ideology and the like. Noted that there is a broad approach to the analysis of the concept of corruption, namely, it is a criminal activity consisting of the use by officials of entrusted to them rights and government opportunities for personal enrichment and a narrow approach to corruption identified with the most typical forms, such as bribery and corruption. The diversity of definitions of corruption, no doubt, reflects the inherent complexity of this phenomenon. Highlighted two common features of this phenomenon, indicated by most authors: first, corruption is characterized by the abuse of power and, secondly, corruption is characterized by the desire for personal or group benefits, contrary to the public interest. Corruption klassificeret: types of interacting actors (citizens and employees, firms and officials, the nation and the political leadership); the type of benefits (profits or reducing costs); orientation (internal and external); the interaction of actors, degree of centralization, and the like. The analysis of different manifestations of Ukrainian corruption allows to allocate some of its purely Ukrainian signs. The problem is the high level of corruption in Ukraine is not so much the absence of legislation or ineffective anti-corruption fight, as in the attitude of Ukrainians towards corruption as a normal phenomenon. In addition to political will and law enforcement activity, systemic fight against corruption implies a positive change in socio-cultural space of modern Ukrainian society. Important step would be the anti-corruption propaganda campaign, whose main goal – the education of anti-corruption spirit in the public mind. It is very important to understand the social danger of corruption and to combat it not only with criminal activities, but as with the anti-culture, deviant social practice.
