This paper represents a part of the authors’ ideas for the development phase of a project developed under the auspices of URBACT II, “Urban Strategies for Energy Efficiency”. It is a first approach of identifying financing sources for energy efficiency actions in the public sector (especially in public administration and academic sector) in Romania in the attempt of solving multiple dysfunctions via existing EU sources
