CREATION OF HIGH SCHOOL QUALITY MANAGEMENT SYSTEM THROUGH MAKING AND SUPPORTING THE PERSONAL INITIATIVE

Abstract

In this article the authors reflect on the problem of introduction the system of quality management into High School. They have analyzed the process of making quality management system in the pedagogical university where they work. The authors think that quality management should realize in accordance with the process approach. The basis of the quality management of a company contains four groups of indices: satisfaction of the staff, resultness and effectness of the inner activity processes, satisfaction of consumers, financial results. The position of the authors includes the idea that only satisfied staff can provide good ultimate results through optimized processes, which are directed to the satisfaction of consumers. Such satisfaction leads to appearing a new personal characteristic – initiativity. At the same time the initiativity is the criterion of the employee’s satisfaction and his join into the process of the management of a company. The authors refer to their University results of the staff satisfaction monitoring and formulate the basic conditions for initiative of the staff and its further support. Among them the following ones are declared: to standardize the plan of introduction rationalization proposals and ideas; to make the stimulating system of labour payment and personal financial benefit; to realize personal safety of an employee from reveal of initiative; to divide the functions, to delegate authorities and create the team work. More than that, the employee’s personal contribution into the common product of a company must be improved (when each member of the staff realizes public benefit of his work, when his own personal rating in the company is increased, when he realizes the importance of himself and perceives his working space as the personal one and feels necessity in new activity to improve the common product). At last, knowledge and authorities help to realize initiatives, the direction trust its staff professionalism; each member of the staff realizes the aims which are considered to be the most important for the whole company. Based on these conditions the authors see the following ways of forming and supporting the initiativity of the staff. 1. Definition of the personal working space field. For more effective results an employee must get definite independence, autonomity and responsibility in the limits of his competence. The conditions for initiativity demand one’s own host space for every staff member. 2. Professional growth of an employee. This means not only study at different qualifying courses but constant perfection of the managing culture of every man, forming the system of corporative values.
