CULTURE ECONOMIC JUSTIFICATION OF THE INVESTMENT PROJECT

Abstract
The issues of substantiation of investment projects in terms of negative investment climate of the Ukrainian economy at the present stage of its development are considered. The economic substantiation is presented in the form of philosophical category of the relationship culture between potential investor and tender process participants. The model is suggested for better investment process reflecting, according to this model the state buys on the(internal and external) market necessary investments, paying for them with such properties of its investment policy as ensuring the attractiveness of the economy for investments, including their security. At the same time, investment policy serves as its economy "advertisement", and the investor (especially the external one) first of all pays attention to the investment safety rules in this advertisement. The clarity and consistency in calculating of costs and results are made by the investor can minimize the bureaucratic obstacles and subjectivism in his way; it allows economically grounded competing at a competitive tender for the right of entrepreneurial project implementation. Such situation will create conditions under which new entrepreneurial projects will be constantly needed and after implementation of which the new investor (the winner of the first tender), in turn, will be forced to announce the next tender. It is suggested that the development of the problem of the economic of substantiation of the investment object should be solved together with the problem of investment object directly organization, it allows combining the mutually advantageous complex of interests of investor, contractor and local authorities. The detail issues of the problem of initial data in connection with the availability of different cost criteria for investment objects by types (investor, contractual and actual) are described in the research paper. In connection with this, it is suggested that standards for costing should be developed differentially for these three types of value. According to the results of the research, it is suggested to use the tender process as indices of the investment project, and it will make the project itself more transparent and investment attractive. This position of the investment process organization is modern and corresponds to the philosophy of the foreign investor.
