Current state and development prospects of the electronic public procurement in Ukraine

Abstract

In the article you can see research results of the functioning issues in public procurement in the national economy of Ukraine and the world. The basic theoretical approaches disclosed to improve the public procurement system within the meaning of the introduction of the electronic trading. As we know, the public procurement is an important component in the managing of the national economy and a valid instrument of regulation, but there are some unresolved issues in this area. In particular, it is an establishing the electronic trading system that will reduce spending costs and time during the procurement. The introduction of the open electronic trading in Ukraine is one of the available tendency of setting up public procurement system of Ukraine with EU standards. The transformation prospects of the public procurement system of Ukraine analyzed into the electronic format in the article. In fact, the creation of the electronic trading system will reduce spending public costs by customers on the purchase of procurement, organization and conducting of the procurement process. The subject of research is theoretical and methodological foundations of functioning of the electronic system of public procurement. The article aims to identify the main trends of the public procurement system of Ukraine at the current state and to find ways and areas to improve the electronic trading system. The introduction of the electronic public procurement is one of the factors of Ukraine’s accession to the «Agreement of the Public Procurement». A wide range of general and special methods, including historical and logical, abstraction, generalization, induction and deduction, analysis and synthesis, used in the article. The main conclusion of the work is the introduction of a modern system of the electronic public procurement to ensure maximum transparency and optimization of public spending as a result of minimizing cost and to cutback terms of supply, to improve the quality and the reliability performance of the contracts. The results can be used as the improvement of the economic policy as the studying.
