CURRENT STATE AND OUTLOOK FOR DEVELOPMENT OF HUMAN CAPITAL IN UKRAINE

Abstract

Purpose. Studies of the current state of Ukraine’s human capital functioning, topical issues, outlook for its development and ways of coping with problems. Methodology of research. To solve the tasks, special and general scientific methods, procedures and research tools are applied, including the method of integrated systemic analysis for complete and appropriate assessment of economic events, the comparison and analog method for comparing Ukraine’s and other countries’ human capital development indices, the cause and effect relationship method for determining factors influencing assessment processes, the statistical analysis method for determining levels of employment, unemployment etc. Findings. The article studies the concept of human capital presented by foreign and national scientists, defines its main components (abilities, knowledge, skills, experience, health, education, culture) and assesses the level of human capital development on the basis of the Human Development Reports published by the United Nations Development Programme (UNDP). There is also determined that formation, reproduction and development of Ukraine’s human capital is influenced by various factors, the major of them being negative demographic trends, underinvestment in the human capital development, decrease of real wages growth rates, discrepancy between the quality of education and market requirements, the rise in unemployment levels, migration rate growth and loss of the intellectual capital, environmental problems. The article suggests a range of measures to cope with the negative trends in Ukraine. Originality. The complex approach applied enables further development of theory and methodology of search for new directions of efficient and innovative human capital formation and development in Ukraine. Practical value. The research findings enable deeper understanding of problems and prospects of human capital development in conditions of innovative economy. The suggested measures will facilitate coping with the negative trends in human capital development.
