Current state of regulatory framework right to participate in public affairs

Abstract
The current state of legal provision of the right to participate in public affairs management is studied in the article. Based on the analysis and systematization of many regulations of different legal force and purpose, the author offers own vision of the system of regulations in the sphere of citizens’ participation in public affairs management. Using several criteria, the author outlines regulations of general and special nature within its terms. Besides, the author has made the classification of special regulations within the mentioned issues and has highlighted among them those that regulate the relations of participation in public affairs management, regardless the scope of implementation of the relevant right and depending on them. The study of these regulatory documents allowed the author to formulate a number of problems and shortcomings inherent to the current state of legal provision of the right to participate in public affairs management and to ground possible ways to overcome and correct them. In this context, the author suggests to adopt a new law devoted to citizens’ participation in public affairs management, and pays particular attention to its possible structure. The latest bills submitted to Verkhovna Rada of Ukraine devoted to the regulation of certain forms of citizens’ participation in public affairs management are analyzed in this article
