Debit debts as destabilizing factor of housing and utility enterprise development

Abstract
The article reviews general issues and problems of modern development of housing and utility structure and the factors that definitely destabilize its consistent growth and advancement. The dynamics of debit and credit debts in the tumultuous economy have been analyzed. Appropriate measures to be taken about the improvement of the current stabilizing strategy in the housing and utility sector have been suggested. The introduction of them will allow to ensure security and sustainability of housing and utility enterprises functioning.
