Decentralization and balancing public administration by regional and local development: theory questions

Abstract
The article deals with the theoretical issues of decentralization of public administration in Ukraine. The categories and public relations in the field of regional and local development in Ukraine are revealed. In particular, the distinction between state and public administration in Ukraine is researched. The purpose of the article. In this paper, the purpose is to find the interpretation of the categories «decentralization» and «public management» as separate administrative categories, the definition of which is associated with the use of modern mechanisms of public administration in the country. To investigate the latest theoretical studies and positions of Ukrainian authors on the formation of effective public relations in the field of management at the regional and local levels. Scientific novelty. The theoretical questions of the process of decentralization of public power as an object of management are researched in the work with the use of modern methods of cognition, taking into account the latest achievements of the science of state administration. The theoretical understanding of the content of the category «decentralization» is substantiated, namely, as a mechanism of public administration and administration, which involves the transfer of managerial functions to the regional and local level and control over activities at these levels. The article analyzes the directions of modernization of the institution of state representation at the regional and local levels in Ukraine and theoretically proved that the current goal of the decentralization process is to reform and strengthen the institutional capacity of the governing bodies, to form a rational and balanced local government in the managerial spheres and the necessity of a decentralized management model of regional and local development in Ukraine. Conclusions. As a result of work grounded scientific provisions on improving the use in management practice of decentralization of public administration, which is still in its infancy. In the theoretical context, the science of public administration requires the disclosure and specification of categories and social relations in the area of regional and local development in Ukraine, in particular, there is a need for further research in this area. In addition, in the study of modern publications and the clarification of the theoretical essence of the concepts of «regional governance», «territorial management» and «decentralization» it is proved that social relations in specific correspondingly designated institutions, for example, local state administrations, are not persistent, since they change together with their development, as well as in the formation of modern real administrative and financial powers.
