Decentralization as a Basis for Development of Regions and Improving the Financial Security of Territories

Abstract
The article is aimed at studying decentralization (financial, political, administrative) as a prerequisite for improving the financial security of territories and the basis for the development of regions. The findings indicate that the region's development and financial support for the development of territories will depend on: identification and realization of the hidden and underestimated development potential of each region; development of infrastructure projects in the region; a contemporary framework for regional planning; regional development strategies for developing regions that will meet the State strategy for regional development for the period until 2020; ensuring effective interaction between the State bodies, local self-government bodies, private economic entities and institutions of civil society; raising the level of entrepreneurial initiative, use of business opportunities for territorial development, improving the investment attractiveness for implementing investment projects; increasing the activity of citizens; direct inter-budget relations with the State budget; opportunities for independent regulation of the local tax rates by the bodies of local self-government, as well as providing benefits for their payment; development of the public-private partnership.
