DECLARATIVE PRINCIPLE OF ADMINISTRATIVE SERVICE DELIVERY IN UKRAINE

Abstract
The article deals with the problem of implementation and application of declarative principle during administrative service delivery in Ukraine. It reveals a number of issues that were not researched in works of scholars and practitioners. The article examines the problem of identification of types of administrative services during delivery of which the application of declarative principle is possible. The author proves the necessity of defining and legislative consolidation of the identification criteria for declarative principle applicability to certain administrative service. The article contains comparative analysis of declarative principle with silence procedure within the authorization system in the field of economic activity.
