Demographic and economic preconditions for implementation of the capacity system of pension provision in Ukraine

Abstract
Subject of research demographic and economic factors and their impact on determining the direction of effective pension reform. The purpose of writing an article to analyze the impact of demographic and economic factors on склаdetermining the direction of effective reform and implementation of the funded pension system in Ukraine. Methodology of the work – to achieve this goal a set of general scientific and special research methods is used: economic and statistical methods – when calculating the coefficient of loading of the pension system, the replacement rate; comparative analysis – when determining the ratio of individual demographic indicators of Ukraine and OECD countries, graphical and tabular interpretation – for tabular representation of digital data, grouping, graphic representation of the object being studied. The results of the work – the demographic situation in Ukraine is examined, which is considered from two perspectives: as an external trend, which is determined by many factors not related to the pension system itself (medical, cultural, moral and other reasons) and a tendency that has a direct impact on the development and functioning pension system. Particular attention is paid to the impact of factors on a sharp decline in the population: lower birth rates, increased mortality, unfavorable trends in health and life expectancy, significant outflow of population abroad compared to similar indicators of the OECD countries. The replacement rate, which is a generally accepted indicator of pension provision, is calculated. Conclusions – the degree of development of society depends on the level of social security of citizens, and the basic institutions of the pension system cannot be successfully upgraded without taking into account the various socio–economic and demographic factors. It is they who determine the peculiarities of the functioning of the pension system within a particular society at a certain historical stage of its development. Given the inevitable nature of the process of depopulation, the demographic aging of the nation, and a significant outflow of population abroad, Ukrainian society has a poor choice of options for the further development of the pension system. The only correct way is to introduce the II level of the pension system – the accumulative system of compulsory state pension insurance.
