DESCRIPTION OF THE CUSTOM FORMALITIES RELATED TO REALIZATION OF OPERATION OF CARNET TIR

Abstract
The article is sanctified to description of custom formalities with the selection of actions that is related to the use in international motor-car transportations of Carnet TIR. It is set that depending on direction of moving the Ukrainian custom can be the custom of place of sending, or custom of destination, or intermediate custom and the custom formalities related to international transportation of loads with application of Carnet TIR differ considerably. It is found out, that for realization of international travelling transportations a ferryman must be admitted to the system Carnet TIR, that is custom formalities in relation to the receipt of membership in Association of international motor-car ferrymen of Ukraine, receipt of admitting to procedure of Carnet TIR and assumption of transport vehicle to transportations must be executed. Certainly, that in the case when the Ukrainian custom is the custom of place of sending, in that international transportation begins with applicationof Carnet TIR, two custom formalities are executed: registrationof Carnet TIR in the custom of sending; control is on a border. In the case when the Ukrainian custom is the custom of destination, in that international transportation closes with application of Carnet TIR, two custom formalities are executed also: control on a border; completion of operation of Carnet TIR is in the custom of setting. During communicating transit through custom territory of Ukraine of operation of Carnet TIR two custom formalities-control are executed only on a border (both at an entrance on custom territory of Ukraine and at departure outside custom territory of Ukraine). Making alteration is offered in Order of realization of positions of Custom convention about international transportation ofloads with application of Carnet TIR in relation to identical application of concept-category vehicle.
