DETERMINATION OF ACCUMULATION RATE OF PUBLIC DEBT IN CONDITIONS OF BUDGET DEFICIT

Abstract
The article is devoted to the visualization of the state debt accumulation processes, taking into account the speed characteristics and the limit values acceptable for rational economy functioning. It has been established that the processes of reproduction and reinvestment into the state economy depend to a large extent on the actual budget deficit indicator values at a static debt accumulation rate. There has been distinguished the functions that characterize the budget deficit within the payment balance for the constant and variable parts of the public debt flow servicing with a priority for reducing the total volume. In the article has been observed the theoretical approaches to calculating the public debt accumulation rate in the medium-term period with the allocation of the trend for reduction through the use of debt burden adapted models. It was established the chain reaction nature of the public debt rapid growth in accordance with the needs of the budget deficit coverage level and payment balance. Approaches to solving problems of the debt growth speed processes and slowdowns at the macro level, which appear to be more effective in the models development and the search for optimal solutions.
