DETERMINATION OF FACTORS THAT RESTRAIN THE PROCESS OF RESOURCE-SAVING TECHNOLOGICAL CHANGES AT THE ENTERPRISES

Abstract
The implementation of resource-saving technological changes is one of the most important ways to ensure the competitiveness of enterprises and to increase the economic efficiency of their activities. Such changes make it possible to reduce the current costs of certain types of production resources (first of all material and labor resources) for the units of certain products. In its turn, the reduction of the specific resources consumption allows to reduce the cost of production, which naturally leads to an increase in financial results of enterprises. However, despite the listed positive consequences of implementing resource-saving technological changes in enterprises, the scale of such implementations is currently small in Ukraine. In connection with this, it is necessary to determine the factors that restrain the process of resource-saving technological changes at the enterprises. In this work the mechanism of resource-saving technological changes at enterprises is investigated and the criterion of expediency of such changes is determined. The grouping of types of resource-saving technological changes at the enterprises is realized. The effect of technological inertia is considered and analyzed by authors. A system of factors that restrain the process of resource-saving technological changes at enterprises is constructed. Authors also showed that this system has a multilevel structure. The grouping of factors that restrain the process of resource-saving technological changes in enterprises is carried out. In particular, the importance of taking into account the insufficient volume of available resources and competencies of owners and managers of enterprises for the development and implementation of programs for the technical re-equipment of these enterprises is defined. Authors also identified an important group of factors - the expectations of owners and managers of enterprises regarding future changes in the external environment. These expectations relate in particular to changes in the prices of resources, the costs of which are reduced as a result of the implementation of new technologies and the emergence of more effective technological processes in the future. It is shown the importance of using state regulation instruments in order to stimulate resource-saving technological changes.
