Develop a mechanism to ensure the spiritual and value-development of rural territorial communities in Ukraine

Abstract
The paper defines the priority areas of production of power decentralization policy in Ukraine, revealed the list of the most significant problems and barriers to the development and further development of effective rural local communities in the state. For the results of the identification of the content and definition of the essence of output determinants of formation in Ukraine of local communities in rural areas suggested to use a range of meas- ures to ensure their spiritual development in conditions of the valuable resource constraints. Substantiated and acknowledged the expediency of development and implementation in practice of regional and local government to ensure the safety of the target-oriented social and economic transformations of Ukrainian society in rural areas, the appropriate type of mechanism. It is confirmed that it further improves the implementation and effectiveness of the action requires the simultaneous synchronization of certain objects localization efforts, weighing the impact of the seven systemic regulators societal nature (sub-mechanisms): state-political, legal, financial, economic, socio-cultural, medical and demographic, cogni- tive-informational, spiritual and noosphere.
