Digital transformation of public institutions

Abstract

The article presents a methodology for building a high-tech digital platform of the Ministry of Health that ensures a high quality of life for a citizen of the Russian Federation throughout its entire course. According to its tactical and technical characteristics, the platform is unique, has a distributed registry and a decentralized multi-rank hierarchical structure. The condition of distribution makes it possible to achieve the immutability of the data block chain and transparency of the consensus of legitimate users of electronic document management. Its concept defines a key element - artificial intelligence integrated into the medical information and analytical processes of the institution. The server part is responsible for storing, processing, forming and transmitting electronic medical documentation to the level of the regional and federal data registry. A separate node presents an information security system in the context of big data protection tools, electronic signature of a doctor, and communication channels interdepartmental cooperation and other elements that are significant in solving the daily tasks of medical institutions. Based on the results of the study, the threat landscape of the digital platform, its scaling capabilities, and a set of measures to strengthen information security measures, including areas for future research, were identified.
