Divergent Perspectives:The U.S.-South Korean Disagreement over the Northern Limit Line in the mid-1970s

Abstract
two allies’ divergent perceptions toward security issues. In contrast to the more global lens U.S. policymakers have adopted in viewing events on the Korean Peninsula, South Korean leaders have traditionally viewed these events through a narrower, Korean Peninsula-centered perspective. This divergence in perceptions was the underlying factor in the U.S.-South Korean disagreement over the NLL and ultimately resulted in the allies’ failure to respond to North Korean provocations in the region in a uniform manner.
