Dominantes of Water Resources Administrative Management in Ukraine

Abstract
Natural water resources of Ukraine are one of the main determinants of social and economic development, the location of productive forces and production capacities, their preservation is in line with the principles of sustainable development. The capacities of water supply and water use are characterized by the efficiency of economic systems and to a certain extent the level of economic development of the state. The institutional principles of state water resources management are investigated. It is established that the existing problems of the current system of water management lead to its low efficiency, a significant technological burden and the deterioration of the state of water resources, as well as a significant impact on the decline in the quality of life of the population. The process of implementing the basin water management principle is incomplete, and in some respects it is formal. The necessity of introduction of the inclusive approach to improvement of administration in the system of water resources management is substantiated. Principles of improvement of the system of administrative management of water supply are developed. The dominants of the organization of administrative management in the sphere of water use, which correspond to the transition of Ukraine to sustainable development and the formation of the course for the ‘green’ economy, are determined.
