Abstract
The article is an attempt to present the impact of European Union funds, in view of the financial perspective 2014-2020, on changes in access to collective transport in Voivodship centres of Eastern Poland. The analysis assumes that EU funds shall be the key factor contributing to changes in collective commuting time in municipalities. The study was performed in two periods. The first part of the study refers to the year 2013, prior to introducing key investments of the 2014-2020 financial perspective. The second part shows the potential state in the year 2020 on completion of planned investment projects. Improving collective transport is the targeted effect. Infrastructural investments, which provide grounds for the analysis on changing access to urban transport, are presented by two expert opinions for cities in Eastern Poland. The key objective of the study is to check whether the financial EU resources for the years 2014-2020, which are to be allocated to improving collective transport, are assigned to relevant investment projects. The analysis of collective transport accessibility shall indicate one-dimensional changes in isochrones surface, travel time, number of individuals and population density in the years 2013 and 2020.
