ECONOMIC NATURE AND THE ROLE OF NATURAL RESOURCES PAYMENTS UNDER SUSTAINABLE ECONOMIC DEVELOPMENT

Abstract
Ukraine has various and, at the same time, powerful naturally-resource potential like mineral, landed and recreational resources. Uneven allocation of resources for territories of the country in that time entailed the corresponding branch-territorial structure of production in regions, that in totality with imperfect technologies of production negatively influenced on an environment. The low level of provision of country by separate types of natural resources says about that they during many years were under scale extensive use, exactly it and resulted in their exhaustion, throwing away opportunity of recreation and renewal. The technogenic type of economic development changes on strategy of sustainable development that envisages the rational use of present natural resources of country. Presence and riches of separate types of natural resources, considerable labour and scientific potential, favourable geographical placing of the country, possibility of separate regions to innovations, development of industrial complex are created by favourable conditions for the sustainable increase of economy of Ukraine. In the conditions of passing to the market there is a necessity in the new understanding of development and search the new approaches of use of naturally-resource potential, that will provide the balanced technogenic influence on a natural environment with possibilities of recreation of primary properties of elements of nature. The analysis of experience of foreign countries shows that the effective adjusting of nature managementcan come true at the simultaneous use of two types of payments for natural resources: for their charges and for a right of using natural objects within the limits of certain territory. By means of the first type of payments intensity of the use of natural resources is regulated and provided piling up of facilities on their recreation and guard. Payments for a right for using natural resources are called to regulate a distribution of territory between the competitive types of nature management. Due to receivables from these payments it is possible to carry out financing of nature protection, social and other privations of this territory. The level of these payments must correlate with market prices on corresponding raw material taking into account demand and In the conditions of sustainable economic development the organizationally-economic mechanism of nature management activity must provide an effective cooperation and co-ordination works of different state and public organizations, that engage in the guard of environment on different levels: state, regional and local. They must be independent in organization law and financial relations from the executive branches of state power and to operate within the limits of corresponding ecolaws.
