Economic reform and new requirements for the balance of the national economic system as a tool for analysis, assessment, planning of the domestic economy

Abstract
It is substantiated that economic reform and the transition to a system of management of the national economic system by economic methods put the balance of the national economic system in new demands that it can no longer satisfy in the present state. Naturally, now the balance of the national economic system requires that it become a model of the balance of the whole economy, reflecting not only certain aspects, but also a strict connection between them. Without this connection, the picture of economic turnover can not be holistic, however detailed and deeply dealt with by its separate parties. It is argued that the current balance is a set of documents, not an integrated system. Each one is a spreadsheet that compares resources and uses the object to which the corresponding balance is devoted. The table is similar in form of an account, has a revenue and expenditure part. However, from a methodological point of view, the basis of a modern system of balances is the comparison of incomes with costs within each individual account, rather than the comparison of the income of one account with the costs of another account. Of course, it is therefore impossible to trace how changes in the indicators in one balance document affect those or other indicators in another document. Logically, the balance of the national economic system can include the inter-sectoral balance of the process of production and distribution of products. The benefits of this document are well known to all. But it is also known that it does not allow access to real production and economic sectors and business units, and its link with other balances is achieved only through the most general summary data through special calculations. It is proved, with all its advantages, the current balance of the national economic system does not provide a complete picture of the economy as a single system and does not provide a strict transition in the process of integrated economic analysis and evaluation, planning from one aspect to another. In view of the current trends in the development of the subsystem of planning and, in particular, the requirements arising from our economically efficient reform, we can state that the immediate task of improving the balance of the national economic system is to overcome this particular disadvantage.
