Effective public goods using in the context of territorial communities’ unification

Abstract
The article deals with the directions for the creation and effective use of public goods in the conditions of functioning of the united territorial communities. To pure public goods, the creation of which is provided only by the financial resources of the state, include: environmental protection and nuclear safety, national defense, public administration, public order, security and judiciary. The introduction of territorial communities is able to solve the issues of the development of the territories taking into account their individual characteristics and to obtain a comprehensive socio-economic effect. Steps and some results of modern social reform are analyzed.
