EFFICIENCY FACTORS IN MORTGAGE LENDING PUBLIC MANAGEMENT AND THEIR CLASSIFICATION

Abstract

The article aims at defining the category of “mortgage lending public management” under its current conditions of development. The efficiency factors in the public management of mortgage lending have been outlined through the lenses of the internal and external drivers that have a direct impact on how an intended result is achieved due to public management exercised in the sector concerned. During the period of formation, development, and transformation of the country’s economy, it is very important to study the issue of the efficiency of functioning of public administration bodies in mortgage lending as it is considered that in the transition period the analysis of directions for increasing the efficiency of public administration will allow accelerating the pace of economic development and help to achieve the results and plans. To analyse the qualitative changes and transformations of the mortgage lending segment in Ukraine, one should touch on the issues of institutional development of public administration in this area. The level of institutional changes is determined by the effectiveness of the implementation of the management system by certain state institutions. Particularly important is the improvement of the efficiency of public administration in the area of mortgage lending in Ukraine in the modern period characterized by political and economic instability, which complicates the functioning of the state as a whole. It is difficult to assess and measure the effectiveness of public administration. For commercial enterprises, the result is profit. In contrast, the result of activities of state institutions and organizations does not have such an unambiguous indicator that will be suitable for all, without exception, institutions and bodies of state administration. The lack of a unified approach and criteria for assessing the effectiveness of government bodies leads to the complex and problematic assessment of the efficiency of public administration.
