EFFICIENCY OF LOCAL BUDGET FUNCTIONING IN PUBLIC FINANCIAL DECENTRALIZATION CONDITIONS

Abstract
In the article the essence of the concept of "budget decentralization" as one of the key components of the management process, aimed at reducing the dependence of local self-government bodies from the central government is clarified. The influence of decentralization processes on the socio-economic development of territories is determined. domestic and foreign experience of the efficiency of functioning of local budgets in the conditions of decentralization of public finances is analyzed in order to determine the most effective elements and changes in local government that would be expedient to implement in the national budget system. The effectiveness of functioning of local budgets in the context of budget decentralization is substantiated. The proposals on the functioning and ensuring the financial autonomy of local budgets in the context of budget decentralization are provided.
