EFFICIENCY OF PERSONNEL MANAGEMENT IN A SMALL ENTERPRISE: STATUS INDICATORS AND PRIORITIES OF DEVELOPMENT

Abstract
Grounded actuality and practical significance of HR efficiency in a sphere of small businesses. Proved the necessity of improving methodological tools of identification and mechanisms of increase in personnel management efficiency. Generalized scientific achievements of Ukrainian and foreign authors in personnel management efficiency issues. Discovered the gist of such definitions as "staff", "effect" and "efficiency." Stated the methodological basis for research based on theoretical, practical and empirical results. Proposed to represent the efficiency of personnel management with indicators which characterize the efficiency of employees work from the one side and the efficiency of execution personnel functions and processes from the other side. Cited the list of personnel work efficiency indicators based on common methodological approaches. Stated the factors of choosing a specific methodological approach of personnel work efficiency evaluation. Proponed to expand the range of indicators for the evaluation of personnel management processes efficiency. Proposed some methodical bases for the calculation of integral personnel management efficiency index. Outlined the results of analysis of financial and economic activity of a small firm of printing industry with a statement of positive tendencies and weaknesses. Constructed the tree of problems in the area of personnel management efficiency based on "staff turnover" indicator. Highlighted the methodology and the result of calculation economic losses from staff turnover. Given the range of actions aimed at decrease in personnel turnover taking into account the specifications of explored firm as a subject of small business. Low staff turnover is considered as a prerequisite for high final results of the firm business activity. A conclusion, based on correlation analysis, revealed a tight connection between indicators of productivity and wages, as well as between indicators of productivity and income. Proved the priority of wages as a factor of increase in productivity by strengthening financial motivation of employees. Made proposals to improve the system of remuneration based on the synthesis of grade theory and key performance indicators. Made recommendations to implement adaptation practices for new employees. Grounded the economic feasibility of the proposed measures.
