Electronic government (e-government and e-governance (e-governance): concept and principles of operation

Abstract

Problem setting. The author of the article analyses the notion of the term e-government and e-governance. Target of research. The historical Genesis of its development, determined that the term governance originates from the Middle ages (12-15 centuries) and comes from the word governance. Article’s main body. It also indicates that there is an opinion concerning the appearance for the first time in the social Sciences, the term governance in 1937 in the article American economist Ronald Coase, "The nature of the firm". Having analyzed the doctrine of law, the author came to the conclusion that scientific schools have started to differentiate the concepts of government and governance in 1970 S.E. "Remember this " in his classic work "Comparative Government" ("Comparative management") has defined governance as an activity or process control. Schreiner defined governance as "the long-term impact of the interaction between technological and social changes, and administrative measures, and government used in the sense of routine administration. Quite thoroughly the author investigated the scientific thought A.F. Kolodiy on the definition of this term and, based on this analysis, the author summarized and given its own definition of this concept. Considered historical aspects that preceded and were the causes of e-government and administration. In particular, the author shows that with the advent of information and communication technology has changed the approach in the field of public administration, new concepts and definitions, in particular, e-government and e-governance. They are used both as to the characteristics of the processes of public administration and civil society. It is defined that in the structure of e-government can be divided in three components: the technical side (Internet, mobile communication, satellite communication, geographical information systems); the internal government infrastructure, similar to the corporate network; the external information infrastructure that interacts with citizens and legal entities. Conclusions and prospects for the development. Summarizing the article, the author notes that the concept of e-government is built on 5 aspects: the government - citizen - Government to citizen (G2C) ; consumer - the citizen - Consumer-to-government (C2G) ; government - government : Government to Government (G2G), government - business - Government to business (G2B), government - NGOs - Government to nongovernmental organization (G2N ). And also indicates that important document of reforming the relationship between the authorities and citizens is the Project of the principles of information government strategies developed by the OECD, which is conventionally divides them into 3 main groups.
