Abstract

In work the carried out modeling of conditions of stable functioning of a financial system of a territorial community. The reforming between budget of the attitudes is by stimulus for local communities on the one hand, namely, more effectively to form profitable parts of the budget, and from another - to pass to self-maintenance and more rational planning of the charges, which in the future financial periods will allow to make territorial communities economically self-sufficient and financial capable. Is considered proficit , balanced and scarce variants of the state budget in borders of a territorial community. Is proved, that in conditions balanced or proficit of the state budget of a territorial community expedient there is use of such kinds of economic politics of stabilization: politics of proportional economic stabilization with governmental demand; politics of differential stabilization, at which the regulation is carried out with the help by derivative, that is the governmental demand is connected to speed of change of a part of the national income created in borders of territory. Is established, that the greater efficiency is possible for expecting from the second kind of politics, as use not of absolute sizes of the national income created in borders of territory, and parameter of speed of his change will allow to increase accuracy of model and will expand horizons of forecasting of analyzed parameters. Is proved, that the politics of integrated stabilization at which governmental demand proportional of deficiency of the national income created in borders of territory, which collects, will be effective in case of the scarce budget of a territorial community. Such politics will allow to reduce a level of this deficiency by optimization of a level of expenses.
