ELITARIAN-MASS DICHOTOMY IN CULTURE AND ART IN THE CONTEXT OF PROBLEMS OF CULTURAL POLICY

Abstract
The phenomena of culture and art in the historical and philosophical perspective of their understanding in the plane of aesthetic, ethical and in terms of their effectiveness in the field of politics are studied. The internal process of decay of culture on high (aristocratic) and low (mass, traditional) is analyzed; internal transformations of culture, which allow philosophers at different times to claim the practical effectiveness of high (in non-classical philosophy) and mass (in post-classical philosophy) culture. Such cultural effectiveness is manifested through the implementation of policies in the context of culture.
