ENERGY EFFICIENCY CONCEPT IN THE ASPECTS OF SUSTAINABLE DEVELOPMENT OF THE WORLD ECONOMY

Abstract
Purpose. The aim of the article is to research and generalization of international experience in increasing energy efficiency of national economies to develop proposals for the implementation of its concept in Ukraine. Methodology of research. The methodological basis of the research was the following: general scientific methodology, which provides system analysis and interdisciplinary scientific and system approach to the study of the problem of energy efficiency and the principles of sustainable development. In the course of the research, methods were used: empirical, indexes, comparative analysis and generalizations of statistical data in the study and generalization of international experience in improving the energy efficiency of the national economy. Findings. It is established that modern energy, based on the use of fossil fuels, is responsible for the problem of climate change on Earth, associated with an increase in the concentration of greenhouse gases. It is determined that the rational use and saving of resources of organic fuel (coal, oil, natural gas), increase of the efficiency of final energy consumption in all sectors of the economy, the development of renewable energy sources (biomass, hydroelectric power, solar and wind energy, geothermal and from other sources) will provide humanity’s energy needs while at the same time reducing human pressure on a global scale. The main initiatives of developed countries in realization of the concept of sustainable development of the economy are revealed and close interdependence from energy efficiency is shown. Originality. The features of energy saving policy, its energy saving potential and the main reasons of low energy efficiency are revealed. The main barriers hindering the development of energy saving are identified: lack of a systematic state policy of energy saving; a colossal backlog of normative base; lack of incentive measures to implement energy-saving technologies; shortcomings in information provision and project financing; inadequate level of organization and coordination. Practical value. The obtained research results can be used to formulate and adjust the energy saving strategy of Ukraine during the development of the concept of "green economy", rule-making activity, in the practice of managing the transition to the concept of "green economy", at the regional level.
