Enhanced Co-Operation as a Means of Territorial Community Resource Providing Territory

Abstract
The article is devoted to the rationale for using cooperation of local communities as a means of ensuring resource area. Domestic and international experience of cooperation of local communitie are sanalised. The article analyzes the legal framework, national and international experience in matters of cooperation of local communities and ability to attract resources to territorial entities. The skeleton model of cooperation of local communities in terms of resource support area is given here. A range of formation of local government resources that local authorities are able to provide mutually beneficial cooperation with other regional communities. The paper proposes to assess the readiness of community in cooperation with other local communities using factor demand resources. Based on the idea that the large volume of this resource has the local community and the lower level of efficiency to use it for their own use, the higher the potential resource to be used for redistribution in the cooperation of local communities.
