ENHANCEMENT OF ENERGY EFFICIENCY AND ENERGY SAVING ACTION IN HIGHER EDUCATIONAL STAFF

Abstract

Energy saving is a process which reduces the need to use different types of energy (electric, thermal) per unit of final beneficial effect from its use, that is, consumes only that part of the energy that is needed to meet the necessary human needs in its life. An important element of state policy in the direction of energy conservation should be the departure, first of all, from administrative to market methods of regulation. The first step in this direction was the Law of Ukraine "On Energy Saving", which created legal norms of regulation of relations between various economic entities (physical, legal) including and them with the state in the field of energy saving. In particular, the adoption of the law gave impetus to the development of a whole range of legislative acts in this area, which today there are about 250, including 11 of the laws of Ukraine, 15 decrees of the President of Ukraine and 170 decisions of the Government. Such a policy of the state contributed to the development of integrated energy saving programs in various sectors of the national economy, which enabled the creation of certain effective mechanisms for energy saving and energy efficiency. For example, during 1997-2017, USAID's "Energy Efficiency in the Industry of Ukraine", "Municipal Energy Reform in Ukraine", "Energy Efficient Student", "Ecolink", several Tacis Projects supported by the USAID Project (administrative buildings, food industry enterprises), etc. Successful solution to the problem of energy resource saving is possible only if we review and modernize all stages of energy consumption, that is, to go by improving the main measures of energy use. These can be, first of all, organizational and technical measures, which are mainly related to the improvement of the quality of maintenance of electrical equipment and its timely repair, etc. For example, according to various estimates, such measures may make it possible to reduce the use of heat energy for heating the premises to 30 - 50%. In recent years, universities have faced worsening energy supply problems due to lack of budget financing and low energy efficiency, as energy consumers and energy carriers. Taking into account the aggravation of the corresponding problem, specialists of the Institute of Energy, Automatics and Energy Conservation of NUBiP of Ukraine developed "Recommendations on Improving the Quality of Energy Supply, Energy Efficiency and Energy Efficiency in NAU" [6]. Based on these recommendations, a relevant Energy Saving Program for the period up to 2020 was developed at NUBiP of Ukraine. The priority areas of energy saving were as follows: reduction of losses in heating systems by improving the thermophysical characteristics of building envelopes, implementation of radiator heat screens, and most importantly, the development and implementation of automated systems for recording and controlling the flow of heat carrier at the heat points.
