Environmental management in Uganda: A reflection on the role of NEMA and its effectiveness in implementing Environment Impact Assessment (EIA) of the Greater Kampala Metropolitan Area (GKMA)

Abstract

Aim: This study aimed to investigate the National Environment Management Authority (NEMA’s) role and its effectiveness in implementing Environment Impact Assessment (EIA) of the Greater Kampala Metropolitan Area (GKMA). Method: To achieve the above aim, the study adopted a qualitative document review method to collect data relating to EIA’s role and settlement occupant’s responsiveness to EIA implementation and enforcement in GKMA. The concept of the Actor-Network Theory was used to study the relationship between the variables. Findings: The results indicated that NEMA, at various stages of EIA implementation and enforcement, assumed the statuses of being both a centralized and decentralized institution at the same time. However, the study findings also revealed that NEMA was less successful using the centralized approach than the decentralized approach, which was largely attributed to internal weaknesses such as Inadequate skilled personnel, corruption, and inappropriate implementation tactics. Implications/Novel Contribution: The latest research offers an outline of NEMA governance. In addition, the study discussed how Actor-Network Theory was used in the enterprise to implement EIA.
