ENVIRONMENTAL, SOCIAL AND ECONOMIC INDICATORS OF EFFICIENCY OF USE OF LAND OF PUBLIC PROPERTY

Abstract
Purpose. The aim of the article is the analysis of social and economic and ecological indicators of the efficiency of using state-owned land and substantiation of a comprehensive indicator of the efficiency of agricultural land use by state institutions. Methodology of research. Scientific methods of knowledge based on a systematic approach to solving problems are used in the work as a methodological basis, a number of general and special scientific research methods are used to achieve this goal: dialectical; monographic (when working out scientific publications); system analysis (in the study of various indicators of land use efficiency); the method of analogies and comparisons (when comparing the indicators proposed by different scholars); complex analysis (in drawing up conclusions and proposals for the solution of the tasks); statistical (in the processing of statistical data), etc. Findings. The existing economic, ecological, and social indicators of the efficiency of the use of state-owned land in Ukraine are analyzed in detail. The complex indicator of efficiency of use of agricultural lands by state institutions is substantiated. Approaches to the formation of sustainable land use in Ukraine are improved on the basis of improving the efficiency of using agricultural land of state ownership. Originality. A comprehensive indicator of the use of agricultural land of state-owned property the author proposed for the first time, which, unlike existing ones, is based on the transaction costs per hectare of land in use and the coefficient of utilization of the land mass, which reflects the ratio of cultivated lands to the total area of the array. Practical value. The obtained conclusions can be used in the future for the purpose of effective and rational management of land resources, by applying a comprehensive indicator of the efficiency of agricultural land use by state institutions.
