European experience of stimulating small and medium-sized entrepreneurship: lessons for Ukraine

Abstract
The paper presents an analysis of stimulating policy on small and medium-size enterprises in EU. A comparison of criteria of divisions among micro, small, and medium-size enterprises is shown for Ukraine and EU, as well as sectoral analysis of the share of enterprises by enterprise size class. The reasons of insufficient development of small and medium-size entrepreneurship in Ukraine are explored. The ways on how to promote small and medium-size entrepreneurship in Ukraine are suggested considering the revealed advantages and disadvantages, including employment policy instruments implementation.
