European External Action Service as the institution “sui generis”

Abstract
The scientific article is devoted to the peculiarities of the European External Action Service. It determined by its role in the implementation of the diplomatic function of the European Union. The differences in the diplomatic function of the EEAS from the traditional diplomacy are examined, and the regulations of the Lisbon Treaty governing the formation and operation of the European External Relations Service and the historical background for their adoption are analyzed.
