EUROPEAN UNION'S WAY TO THE ARCTIC POLICY

Abstract
Vast territories in the Arctic attract the attention of not only Arctic coastal states, but also of other actors including the European Union. The article presents EU´s engagement in the Arctic in the formal as well as in the substantive view. The comparison of EU strategic documents shows, that EU over a long time and consistently works with three main topics: environment protection, sustainable development and the questions related to the Arctic governance. The text covers also EU efforts to obtain the permanent observer status in the Arctic Coucil and mentions resons, why EU has not been successful in this direction yet.
