Evaluation of Overcrowding Rate in Ukraine: Comparison with the Countries of the EU

Abstract
The paper deals with the problem of overcrowding, one of the most significant housing problems, especially for low-income populations and for developing countries. Any definition of living conditions should cover a number of factors. Often, when describing the housing conditions the following main aspects are covered: living space, safety, comfort, accessibility. Housing conditions are considered poor if they can not provide adequate coexistence of all inhabitants. Over the last decade it has been found that overcrowded housing greatly affects the quality of life of its inhabitants. This leads not only to physical discomfort, but also to social and psychological problems. The reason for the prevalence of overcrowding in housing is the inability of most people to buy own homes of appropriate quality. There are a number of measurements that researchers use for objective quantitative assessment of the degree of overcrowding in housing. The most common is the world measure using indicators PPR, PPB and USFPP. This paper analyzes the degree of housing overcrowding in Ukraine using the indicators PPR and USFPP. The present paper focuses on analyzing the housing overcrowding rate in Ukraine by EU methodology (EU SILC). In many countries of Central and Eastern Europe the overcrowding rate is over 40%. The article gives a detailed analysis of the quantitative characteristics of sufficient living space, analyzes the differentiation of the population in terms of overcrowding in housing in terms of area of residence, calculates the number of households living conditions which meet the standard required living space. This paper focuses on comparison of overcrowding of housing in Ukraine and the EU.
