EVALUATION OF THE INFLUENCE OF THE INVESTMENT POLICY ON THE FORMATION AND USE OF THE INVESTMENT POTENTIAL OF THE SECTOR

Abstract
The current state of agriculture is characterized by a wave-like growth in production, an increase in the volume of exports of products, an increase in competitiveness in the global market environment. At the same time, there is a slow development of market infrastructure, a decline in the level of business activity and social standards of the rural population, negatively affects the investment processes in the agricultural sector. In these circumstances, the need to assess the impact of the state's investment policy on the formation and use of the investment potential of agriculture. The formation of the economic potential of the industry is characterized by low growth rates. The growth of the economic potential of the industry is hampered by the lack of effective support of commodity producers by the state, insignificant crediting of production, inadequate working capital, etc. Equally important in the development of the agrarian sector is the level of its ecological potential. The environmental potential of the sector is high and requires the direction of investment policy efforts to preserve and restore natural resources and, first of all, to restore the fertility of arable land. In general, the rating of the impact of the investment policy of agricultural development on the formation and restoration of the environmental investment potential of the industry is high. Social policy in agriculture should be adjusted to improve, which will help to stop the outflow of the able-bodied population from rural areas and increase the overall rating of the investment policy of the region. By giving an overall assessment of the formation and use of the investment potential of the industry, we will assess the effectiveness of the investment policy for the development of agriculture in Ukraine. Using the method of SWOT analysis, the strengths and weaknesses of using investment potential, as well as opportunities and threats were assessed, which helped to make a more complete picture not only of the level of use of the investment potential of the industry, but also to identify the possibilities for its growth and reduction of investment threats. The investment policy of agricultural development is not effective enough. The state needs to pay attention to the unsatisfactory development of the social infrastructure, the reduction of the level of qualification of the labor potential, and the reduction in the number of the working-age population. Our studies point to the possibility of further growth in agriculture, estimated as average.
